Yes.
Dogs have both upper lips (called “flews”) and lower lips.
The lips may be harder to see on some dog breeds with large jowls (the loose skin on the cheeks and throat). These breeds include Bloodhounds, Saint Bernards, and Labrador Retrievers, among many others.
To see the lips, you may have to pull back the jowls a bit. I can assure you they are there.
